Two-component BECs with dipole-dipole interactions are considered in free two-dimensional space, in the presence of the spin-orbit coupling (SOC) of the Rashba type and Zeeman splitting. In the limit of heavy atoms and/or strong SOC, the kinetic-energy terms in the respective coupled Gross-Pitaevskii equations may be omitted, which gives rise to a bandgap in the system’s spectrum. Stable isotropic and anisotropic 2D gap solitons (GSs) of the semi-vortex type (with vorticities 0 and 1 in the two components) are found, by means of analytical and numerical methods, when the dipoles are polarized, respectively, perpendicular and parallel to the system's plane. The GS families extend, as embedded solitons (ESs), into spectral bands, a part of the ES branch being stable for isotropic solitons. Mobility and collision of the solitons are studied too, revealing negative and positive effective masses of the isotropic and anisotropic GSs, respectively.
